Peace & Conflict #86: LRA Commander Surrenders; Fighting Reaches Darfur






The Ugandan Defense Ministry announced that a top Lord’s Resistance Army (LRA) commander has surrendered to Ugandan army troops. Charles Arop, the LRA’s director of operations, surrendered after losing ground amidst combat in eastern Democratic Republic of Congo (DRC). On Christmas Day of 2008, Arop led the LRA to what became known as the Christmas Massacres, killing 143 people and abducting 160 children as a part of a series of attacks on communities who gathered to celebrate the holiday. According to the Ugandan Defense Ministry’s spokesman Lt. Col. Felix Kulayigye, “Arop is of a very senior position, up in the LRA high command. This means it destabilizes it further and weakens their capacity to resume havoc on innocent Ugandans."

In a report from the Congolese army, nine former rebels between the ages of 14 and 26 have been granted amnesty within the past week after surrendering to Congolese forces in DRC. With the LRA continuing to breakdown in numbers, attacks are still being reported in eastern DRC, southern Central African Republic (CAR), southern Sudan, and most recently in Darfurian displacement camps. In efforts to end the LRA attacks and atrocities in a timely and united manner, the LRA Disarmament and Northern Uganda Recovery Act will be discussed and voted on in the US Senate Foreign Affairs Committee on Tuesday, November 17th. If approved, the bill will move on to the full Senate, as the same process occurs simultaneously in our nation’s House.
